The Haryana Real Estate Regulatory Authority (HARERA) Gurugram’s decision to grant a four-month extension to eligible real estate projects has received a positive response from developers across the sector. The move recognises disruptions caused by the ongoing geopolitical situation in West Asia and the resulting shortages of construction materials and logistics challenges as a force majeure event.

Industry leaders believe the extension will give developers additional time to manage supply chain disruptions, maintain construction quality and avoid pressure to accelerate execution at the cost of project standards. At the same time, they have highlighted the need to protect homebuyers through transparency and timely project completion.

Industry Leaders Welcome HARERA’s Four-Month Extension

Mr. Pradeep Aggarwal, Founder and Chairman, Signature Global (India) Ltd.

"We wholeheartedly welcome HARERA Gurugram's pragmatic decision to grant an automatic four-month extension for real estate project completion timelines. The geopolitical situation in West Asia has severely disrupted global supply chains, leading to acute shortages of vital construction materials. By recognizing this as a 'force majeure' event, the authority has shown a deep understanding of the unprecedented challenges currently burdening the real estate sector. This timely relief provides the industry with crucial breathing room to navigate these external shocks without compromising on quality or project viability. At Signature Global, while we deeply appreciate this vital regulatory support, we remain actively focused on overcoming these global hurdles. We are fully dedicated to delivering quality homes to our customers while ensuring transparency and safeguarding their continued trust."

Mr, Rajan Yadav, Director, Roots Developers

"For builders, this regulatory intervention provides essential breathing room to manage severe material shortages and input cost inflation without compromising structural quality or execution standards. Forced delivery deadlines under supply crises often compel developers to cut corners to rush procurement. A blanket timeline extension allows construction firms to recalibrate supply chains, secure crucial raw materials like steel and cement at reasonable rates and maintain proper site operations. This ultimately shifts the focus back to quality execution and orderly project delivery, protecting both long-term developer reputation and homebuyer trust."

Mr. Adil Altaf, CEO, ANHAD Developers

"The Haryana RERA’s decision to grant a four-month extension is a pragmatic and welcoming move for the real estate industry. By acknowledging the unavoidable supply chain disruptions stemming from the West Asia crisis, the authority has provided crucial breathing room for developers facing material shortages and logistic delays. This proactive step helps mitigate the risk of unfair penalties and ensures that project quality isn’t compromised by rushed timelines. It reinforces investor confidence by demonstrating regulatory flexibility in the face of global macro-economic shifts, ultimately protecting both the developer’s viability and the homebuyer’s long-term interests."

Mr. Rishabh Periwal, Sr Vice President, Pioneer Urban Land and Infrastructure Ltd.

"This advisory is a crucial legal and financial lifeline for developers navigating severe external supply disruptions. By recognising these global supply shocks, regulators remove the immediate threat of unfair penalties and litigations for delays completely outside a builder’s control. Crucially, introducing a single common order eliminates bureaucratic hurdles and tedious project-by-project compliance filing. This uniform statutory relief allows developers to maintain RERA compliance, stabilising project balance sheets, and focus capital on completion rather than legal defence, ensuring the real estate industry remains resilient without penalising proactive builders. For homebuyers, this regulatory framework is a double-edged sword that prioritises long-term project viability over short term possession dates. While a four month delay creates immediate inconvenience by forcing buyers to manage extended rent or delays in move-ins, it shields them from far worse alternatives of abandoned projects, compromised project quality, and developer insolvency under severe global material shortages. By legalising this timeline cushioned under RERA’s force majeure provisions, the government ensures developers can finish homes properly without cutting corners, giving buyers seamless delivery of a quality asset rather than a rushed, litigated project."

Mr. Sudeep Bhatt, Director – Strategy, Whiteland Corporation

"The Ministry of Housing & Urban Affairs' advisory is a timely and pragmatic step that acknowledges the impact of extraordinary global events on project execution. Recognising war under the Force Majeure framework provides much-needed regulatory clarity while safeguarding the interests of homebuyers and ensuring that customers are protected from unintended implications arising from circumstances beyond the control of developers. It reinforces RERA's objective of creating a fair, transparent and balanced ecosystem, strengthening trust, accountability and long-term confidence in India's real estate sector."

What the Extension Means for the Real Estate Sector?

The four-month extension is expected to provide developers with additional time to address disruptions in the procurement and movement of construction materials. It can also reduce pressure on project teams to accelerate construction when key inputs are unavailable or costs have increased sharply.

For homebuyers, the measure could help projects maintain construction quality and financial viability during a period of supply uncertainty. However, developers will still need to maintain transparency regarding revised timelines and project progress. Overall, industry representatives view the decision as regulatory support that can help projects navigate external disruptions while balancing developer requirements with the interests of homebuyers.
