NBCC Floats Rs. 9,620 Crore Tenders to Revive 16 Stalled Supertech Projects

NBCC has opened tenders worth Rs. 9,620 crore to restart 16 stalled Supertech projects, covering 50,000 homes across UP, Haryana, Uttarakhand and Karnataka.

NBCC (India) Ltd has floated 25 tenders worth Rs. 9,620.33 crore for construction and related works across 16 stalled residential projects of Supertech, covering nearly 50,000 housing units. The move marks the tendering process for the projects after years of insolvency proceedings and lawsuits delaying the start of their construction.
The projects are located in different states such as Uttar Pradesh, Haryana, Uttarakhand, and Karnataka. NBCC was appointed as the Project Management Consultant (PMC) for completing the projects by the National Company Law Appellate Tribunal (NCLAT) in December 2024. The Supreme Court upheld NBCC's mandate in February 2026. 

NBCC floats 25 tenders for stalled projects

The 25 tenders cover construction and other related works required across the 16-project portfolio. The latest tender value of Rs. 9,620.33 crore is aimed at taking forward the completion of projects that have remained stalled for several years.
The 16 projects together comprise nearly 50,000 housing units. The tendering process marks a shift from the legal and resolution proceedings around the projects towards the execution stage, although construction has not yet resumed at the sites.
The projects form part of a larger effort to complete unfinished housing developments after Supertech's insolvency proceedings left thousands of homebuyers waiting for possession.

Uttar Pradesh Accounts for 12 of the 16 Projects 

Amongst the 16 projects taken care by NBCC, 12 projects are in Uttar Pradesh, two projects in Haryana, and one project each in Uttarakhand and Karnataka. In addition to these, there are also some projects in the Noida and Greater Noida regions such as Supertech's Capetown, Romano, Eco-citi, Northeye, Eco-Village, and Czar Suites projects. Other projects are also located on the Yamuna Expressway apart from projects in Gurugram, Meerut, Rudrapur, Bengaluru and Dehradun.
The concentration of projects in Uttar Pradesh makes the tendering process particularly relevant to the region's housing market, where a large number of Supertech homebuyers have been awaiting completion and delivery of their homes.

NBCC gets legal backing to complete projects

The current tendering process follows a series of legal developments concerning the stalled projects. The National Company Law Appellate Tribunal appointed NBCC as the PMC for the 16 projects in December 2024, entrusting it with the responsibility of completing them.
The Supreme Court then confirmed NBCC's jurisdiction in February 2026, paving the way for the execution of the completion plan. NBCC's role is as a project management consultant, and it is not taking on the financial liability of the projects. The projects had an earlier estimated construction cost of about Rs. 9,445 crore, including statutory charges, fees and contingencies.
The legal backing was an important step because the projects involve multiple approvals, funding requirements and existing construction on the ground. Recent proceedings have also highlighted differences between sanctioned plans and actual construction in some projects, adding to the due diligence required before work can begin.

Construction expected to start in January 2027

The tendering process is expected to lead to the next phase of construction, with work proposed to begin from January 16, 2027. NBCC had been finalising tender documents in September, with tender packages planned to be issued in phases during October.
The completion process will also require further due diligence and audits. Funding has emerged as another part of the process, with a Supreme Court-appointed committee exploring financing options and examining the availability and status of unsold inventory that could contribute to project funding.
For homebuyers, the latest tenders represent progress in a process that has been moving through courts and insolvency proceedings for years. However, the latest tenders are only the next step in the revival process, and actual completion will depend on the tender process, funding, approvals and construction progressing as scheduled.
