The Yamuna Expressway Industrial Development Authority (YEIDA) has announced measures to resolve long-standing disputes over industrial and institutional plots that have remained tied up in litigation for over a decade. According to officials, delays in plot registration have prevented buyers from legally taking possession since 2013, leaving nearly 800 plots in limbo.
The problem is concentrated across 12 industrial sectors—8, 8D, 9, 10, 11, 13, 22, 24, 28, 29, 32, and 33—where road networks remain incomplete due to land withholding or ongoing litigation with farmers. In total, 37 roads face 590 hurdle points, which have stalled construction and plot verification. Industrialists in Sectors 32 and 33 have been among the worst affected, with possession delays exceeding ten years.
“Approximately 800 industrial and institutional plots remain in litigation because the authority could not issue checklists, which are the formal possession letters required before construction can begin,” said a YEIDA official. “A checklist is issued only after a plot is verified to be free from acquisition disputes or litigation. Without it, allottees cannot legally start work. The authority is now addressing these issues and paving the way for registry execution.”
The checklists and possession letters are linked to road development in the affected sectors. Until the roads are completed, the plots cannot be formally handed over. YEIDA has already resolved issues in 150 of the 590 pending cases. For the remaining cases, officials are engaging directly with farmers to facilitate land purchase at prevailing rates or persuade them to withdraw litigation. Communications are ongoing in over 400 cases, with progress reported in multiple sectors.
The authority has not fixed a definitive deadline for completing the pending registries but emphasized that the process will be expedited. Once checklists are issued and possession formalities are completed, construction can commence legally, allowing industrialists to proceed with setting up operations.
YEIDA’s move is expected to boost industrial activity significantly. Currently, about 15 industries are operational across Yamuna City, with nearly 400 units under construction, up from 186 four months ago. The authority has also set a target to have 100 companies begin production in the region by March 2026. Officials noted that the upcoming Noida International Airport is expected to further attract investment, generate employment, and increase settlement in the surrounding areas.
The resolution of these long-pending disputes is seen as a positive step toward improving investor confidence and accelerating industrial development in the Yamuna Expressway region. Analysts highlight that clearing the backlog of litigation and facilitating possession will not only allow investors to start projects but also enhance the overall economic growth potential of the area.
Sector-wise, the focus is on completing the 37 stalled roads that have hindered verification and possession of plots. The authority’s approach combines direct land acquisition, negotiation with farmers, and legal resolution to remove bottlenecks efficiently. YEIDA officials stated that progress in sectors such as 32 and 33 is a priority due to the high concentration of pending industrial units.
