UP RERA Makes Real Estate Agent Training Mandatory in 2026, Key Highlights:
- All real estate agents in Uttar Pradesh, including individual agents, firms, and corporate entities, must complete a 4-day non-residential training program and pass an exam to obtain certification.

Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has made a major upgrade of the rules governing real estate agents by introducing a new measure. Through an office order dated, January 2026, the authority has decided that all agents within the state must undergo structured training and certification, which is a mandatory requirement. The new order rescinds the one issued on 10th October 2025 and entails that the Authority is elevating its focus on the professionalism, rule compliance, and consumer protection aspects of the real estate sector.
The new directive affects not only the individual agents but also firms, partnership companies, and other organizations, by introducing a phased compliance system with well, defined training, examination, and certification requirements.
Why UP RERA Made Training Mandatory?
Real estate agents are an essential interface between buyers and developers. Their awareness, behavior, and accountability have a direct bearing on consumer confidence and the overall development of the sector. To ensure that these agents behave in a responsible and legal manner, UP RERA has made training mandatory.
The aims of this training project are:
- To make agents thoroughly aware of the RERA Act, Rules, and Regulations.
- To make agents behave in a manner that encourages them to follow government guidelines and directions.
- To make agents behave in a responsible manner while dealing with buyers and sellers.
- To make the real estate sector in Uttar Pradesh a transparent, regulated, and accountable one.
The training scheme is regulated by Regulation 54 of the UP RERA (General) Regulations, 2019 (7th Amendment).
Important Features of the Training Program
The training program has been designed in such a way that it is effective and easy to comply with:
- Duration: 4 days
- Mode: Non-residential- participants do not stay overnight at the training venue.
- Examination: The examination will be held on the 4th day of training to check the understanding and knowledge of the participants
- Certification: The certification will be given only to those participants who will successfully pass the test
- Training Venue: NIET, Greater Noida, in collaboration with India Literacy Board, Lucknow, and Kanpur University
- Important: The agents will be able to apply for new registration or make changes only after acquiring the training certificate on the UP RERA website.

Who Can Undergo Training?
1. Individual Agents / Proprietors
Training is 100% mandatory for all individual agents, whether applying for:
- New registration
- Existing agent renewal
- Registration amendments
2. Partnership Firms, LLPs, Companies & Societies
UP RERA has introduced a phased training approach for organizational entities:
(a) Partners / Directors:
Minimum training requirement: 50% of total partners/directors or 2 partners/directors (Operations In-Charge), whichever is lower.
These selected individuals must:
- Complete training
- Pass the examination
- Obtain certification
Operational partners/directors are prioritized, while the remaining must be trained in later phases.
(b) Sales & Marketing Staff:
- All staff involved in sales, buyer interaction, or deal facilitation are included.
- 25% of such staff (rounded to nearest whole number) must complete initial training. Remaining employees are trained later.
Exemptions for Foreign, NRI & Sleeping Directors
Certain categories of directors or partners are exempt from training if they are non-operational or not involved in agent activities as per Section 2(m) of the RERA Act, 2016.
Exemptions include:
- Foreign nationals
- Non-Resident Indians (NRIs)
- Sleeping/non-operational partners
Mandatory documentation includes:
- Self-attested partnership deed / MOA & AOA / Incorporation Certificate
- Notarized affidavit confirming non-operational status
Documentation and Affidavit Requirements
- After the completion of initial training, the authorized signatory of the firm needs to upload a notarized affidavit on the UP RERA portal.
- This affidavit is required to confirm that all other partners, directors, officers, and employees will undergo training as per the phased schedule.
- Without this affidavit, applications for agent registration will not be processed.
Training Fees, Re-attempts, and Certification
- Training fee: ₹6,000 per participant
- Agents who previously paid ₹5,000 need to pay the remaining ₹1,000
- Exam Re-attempt: Candidates who fail the exam can reappear by paying ₹3,000
Certificates: Need to be collected personally from the UP RERA headquarters in formal attire
- Certificates are valid even if the agent changes his/her organization
- Can also be used for future individual registration
Deadline and Compliance
Agents registered before this notification date must attend training and be certified by 31st December 2026. If the agents are not compliant with the requirements, it will affect their registration status, application for amendments, and the right to conduct business in the future under UP RERA.
