The Maharashtra Housing and Area Development Authority (MHADA) launched its 2025 Konkan housing lottery, offering 5,285 flats and 77 residential plots across key locations in the Mumbai Metropolitan Region (MMR). The flats are located in Vasai, Thane, Kulgaon, and Badlapur—zones experiencing rising housing demand due to relative affordability and expanding infrastructure. The 77 residential plots are situated in the Sindhudurg district, a coastal region targeted for planned housing expansion. MHADA structures this lottery to serve a diverse cross-section of income groups, combining inclusive, integrated, and board-specific housing schemes.

As per the official schedule released by MHADA’s Konkan Board, the application period runs until August 13, 2025, at 11:59 pm. The final date for earnest money deposit (EMD) submission is August 14, followed by the publication of the draft list of eligible applicants on August 21. A window for raising objections remains open until August 25, and the final list is released on September 1. The computerized lottery draw is scheduled for September 3, 2025.

The total housing stock includes 565 flats under the 20% Inclusive Housing Scheme, 3,002 flats under the 15% Integrated Urban Housing Scheme, and 1,677 flats from the Konkan Board’s scattered inventory. In addition, 51 flats fall under the Konkan Board’s Affordable Housing initiative, which operates under a 50% affordability criterion. The 77 open plots in Sindhudurg are also offered through board-level allotments.

MHADA emphasizes that the entire lottery process is conducted digitally to ensure transparency, equal access, and procedural efficiency. Officials issue warnings against dealing with agents or third-party consultants, stating clearly that no intermediaries are authorized. The digital platform facilitates secure applications, reduces delays, and eliminates the potential for human intervention or manipulation.

This lottery aligns with MHADA’s broader goals under the Maharashtra Housing Policy 2025, which targets the creation of 50,000 affordable housing units over five years. MHADA vice president and CEO Sanjeev Jaiswal states that the authority aligns its supply strategy with demographic trends and evolving post-pandemic affordability challenges. He confirms that a second major housing lottery focused on the Mumbai region is planned around Diwali (September–October 2025), with an estimated offering of 5,200 units.

The Konkan region continues to play a pivotal role in MHADA’s affordable housing roadmap. Towns such as Badlapur and Vasai attract homebuyers due to improving transport links and price advantage, making them suitable candidates for state-supported housing expansion. With this lottery, MHADA reinforces its commitment to equitable housing access while supporting planned urban growth in key MMR zones.
