BBMP Makes e-Khata Compulsory for All Bengaluru Properties Starting July 1

In a major step toward streamlining property records in Bengaluru, the Bruhat Bengaluru Mahanagara Palike (BBMP) has made it mandatory for all property owners within its jurisdiction to obtain e-Khata documents starting July 1, 2025. The announcement comes as part of a city-wide digital transformation initiative aimed at enhancing transparency, improving governance, and reducing property-related disputes.

Deputy Chief Minister D.K. Shivakumar, who also oversees the Bengaluru Development and Town Planning portfolio, confirmed that more than 5.34 lakh properties have already been brought under the e-Khata umbrella. The state government’s broader goal is to cover over 25 lakh properties across all BBMP wards by the end of the campaign.

What Is an e-Khata?

An e-Khata is the digital version of the traditional Khata certificate, which is a crucial legal document that certifies ownership and other property details such as size, location, and tax liability. It is required for various property-related transactions, including applying for building plan approvals, paying property taxes, and availing home loans.

Launched in October 2024, the e-Khata initiative is part of Karnataka's wider ‘E-Aasthi’ digital property registration and verification framework. It is designed to eliminate manual interventions, reduce opportunities for corruption, and make access to property records faster and more reliable.

Rollout Across BBMP Jurisdiction

Starting July 1, 2025, all property owners within BBMP limits are required to obtain an e-Khata certificate. Officers have begun conducting ward-wise e-Khata melas to assist citizens with documentation and application procedures. Citizens can either visit their local BBMP ward office or access the online portal to submit applications.

The government has assured that assistance will be provided at the ward level, where BBMP staff will help citizens upload necessary documents and complete Aadhaar-based eKYC verifications.

In a recent social media update, Shivakumar stated, “The e-Khata drive brings property digitisation right to your doorstep. No citizen should have to pay a bribe to obtain their property records. This government has come to your doorstep to protect your property.”

How to Apply for e-Khata?

To generate or update an e-Khata certificate, property owners need to follow these steps:

  • Visit the E-Aasthi portal at bbmpeaasthi.karnataka.gov.in or attend your local BBMP e-Khata mela.
  • Upload required documents: Aadhaar card, sale deed or registered deed number, a recent photograph of the property, and an Encumbrance Certificate (EC).
  • Enter property details and verify location using the interactive map.
  • Complete Aadhaar-based eKYC to verify identity and address.
  • Submit ownership and previous property tax payment documents for verification.

Once submitted, BBMP officers will scan, verify, and, if needed, correct discrepancies in the application. A digitally signed e-Khata will then be issued. Applicants will be notified via SMS or email once the certificate is ready for download.

Integration with Building Plan Approvals

In addition to streamlining ownership records, the e-Khata system is now integrated with BBMP's Online Building Plan Approval System (OBPS). From July 2025 onwards, all new applications for building plan permissions must include the property’s e-Khata number or EPID (Electronic Property ID).

The OBPS portal will automatically validate this data against BBMP's tax records, reducing the need for manual verifications or paper-based approvals by revenue officials. This integration is expected to improve efficiency and significantly cut down on approval timelines for new constructions.

Benefits of the e-Khata System

The digital migration to e-Khata is expected to bring several long-term advantages to property owners and municipal authorities:

  • Transparency: Verified property data reduces the risk of fraud and illegal encroachments.
  • Efficiency: Easier access to records, with less reliance on physical paperwork.
  • Revenue Optimization: Ensures tax compliance and helps BBMP in tracking taxable properties more effectively.
  • Legal Validity: The digital certificate serves as legally accepted proof of ownership for all official transactions.

The e-Khata initiative is part of a broader government push to modernise urban administration and infrastructure management. BBMP’s digitisation drive, coupled with Aadhaar-based verification and GIS mapping, is intended to create a comprehensive property database that facilitates better urban planning, taxation, and dispute resolution.

For now, property owners are being urged to complete their e-Khata formalities promptly. With ward-level support and digital infrastructure in place, the government expects the remaining 20 lakh-plus properties to be covered by the end of the year.
