Haryana has launched one of its biggest urban development drives in more than 20 years, aiming to create new residential and commercial areas in cities like Gurugram and Faridabad. This plan is being led by the Haryana Shahari Vikas Pradhikaran (HSVP), the state’s main urban development agency.
A Return to Government-Led Planning
HSVP, formerly known as HUDA, has started a phased land procurement process to build new sectors and neighbourhoods. The agency is using the e-Bhoomi portal, an official online platform, to invite landowners to offer plots for development.
Officials say this approach is not traditional land acquisition. Instead, it is a consent-based procurement, meaning landowners can choose to sell their land through transparent negotiations.
This move marks a shift from years of private-developer-driven growth. For two decades, most new development in Gurugram and nearby areas happened through private builders, which pushed land and property prices high. The HSVP plan aims to make quality land available at more stable, government-regulated rates.
Phased Plan for Land Procurement (2026)
HSVP is acquiring land in three main phases this year:
- Phase 1 (March–April): Around 17,300 acres in Gurugram, covering about 51 sectors, including areas such as 26, 36A, 59–63, 76–80 and up to 113. Landowners can begin offering their plots through the e-Bhoomi portal from Mar
- Phase 2 (May–June): Approximately 5,000+ acres in areas like Sohna, Gwal Pahari, and Pataudi.
Phase 3 (July–August): About 1,200 acres in Farukhnagar.

Landowners who are willing to sell their property will upload details on the portal, and estate officers will verify the information before any negotiations take place.
Key Growth Areas
The expansion is aligned with major infrastructure corridors that are already shaping the region’s growth:
- Southern Peripheral Road (SPR): A major suburban belt gaining strong residential interest.
- Dwarka Expressway: A key connectivity route linking Gurugram with Delhi and other NCR regions.
- New Gurgaon (NH-8): Targeted for mixed-use and commercial development.
- Pataudi–Farukhnagar: Offers east-west expansion potential.
These corridors are expected to host new neighbourhoods featuring planned roads, utilities, green spaces, schools, and community facilities.
Merging Urban Agencies for Better Delivery
In February 2026, the Haryana Assembly approved a merger of the Haryana Housing Board into HSVP. This move brings all major housing and urban planning functions under one authority. Officials say the merger will reduce delays, improve coordination, and help HSVP handle more responsibilities including housing for economically weaker sections.
What This Means for the Market
The new HSVP expansion is expected to:
- Increase land supply: More government-backed plots could help slow the rapid rise in property prices that has made housing expensive for many buyers.
- Improve planning: New sectors will be launched with ready infrastructure and public facilities, unlike some private developments that delay services.
- Provide choice: Buyers will have options beyond private projects, including serviced plots developed directly by the state agency.
Looking Ahead
Land procurement is set to begin soon, and new sectors are expected to be formally launched through 2026 and into 2027. This effort marks a significant chapter in Haryana’s urban growth strategy, promising more organised development and greater housing access in key NCR cities.
