Noida Authority to Launch Public Online Database of Illegal Buildings

In​‍​‌‍​‍‌​‍​‌‍​‍‌ an unequivocal effort to limit real estate activities that are unauthorized and to protect homebuyers, the Noida Authority is going to unveil a detailed online directory of illegal constructions, encroachments, and persons involved in land-related crimes throughout the city. Officials said the move is meant to open up the property market to buyers and prevent them from unknowingly investing in buildings that do not have the necessary statutory approvals.

As per the senior authority officials, the online platform will display the illegal buildings location-wise and work-circle-wise along with their construction status, the nature of violations, land-use classification, and the enforcement action taken. The database will also include pictures of the unauthorized constructions that are ongoing as well as those that have been completed so that the residents can easily find the properties in dispute by looking at the ​‍​‌‍​‍‌​‍​‌‍​‍‌visuals.

“The idea is simple—buyers should know exactly what they are getting into before investing their life savings,” said Lokesh M., Chief Executive Officer of the Noida Authority, in an official statement. “An online, publicly accessible record will ensure that there is no ambiguity about whether a structure is legal or illegal.”

Separate​‍​‌‍​‍‌​‍​‌‍​‍‌ Listings for Demolished Structures

The Authority will also have a separate list of buildings that have been taken down. It is learnt from the officials that at the place of demolition, warning boards will be put up which will show that the land belongs to the Noida Authority and that the construction was done without permission.

"After demolition, many people go back to these plots, thinking that the problem has been solved. The signs and online records will completely eliminate that confusion," said a senior official who is part of the enforcement drive and declined to be named.

Officials said that illegal buildings not only break the planning rules but also lead to serious financial and social risks for the residents. Such buildings will not have access to essential services like water supply, sewage connections, electricity, or roads even if they are constructed without the necessary ​‍​‌‍​‍‌​‍​‌‍​‍‌approval.

“People often realise too late that they cannot get legal utility connections or even register their flats,” said another Noida Authority officer. “Beyond the monetary loss, there is constant psychological stress, because demolition always remains a possibility.”

In​‍​‌‍​‍‌​‍​‌‍​‍‌ many places such as Salarpur, the illegal construction of high-rise buildings has gone up significantly even after the area was repeatedly notified and sealed. An official acknowledged that the absence of awareness among people in general has given illegal builders the liberty to keep enticing ​‍​‌‍​‍‌​‍​‌‍​‍‌buyers.

Stronger Enforcement and Police Coordination

To ensure faster action against violators, the Authority has decided to directly forward all demolition orders and FIRs related to illegal construction to the Commissioner of Police, eliminating procedural delays.

“In the past, enforcement slowed down due to coordination gaps,” said an official familiar with the new protocol. “Direct communication with the police leadership will ensure quicker action on the ground.”

The​‍​‌‍​‍‌​‍​‌‍​‍‌ Noida Authority has been actively involved in reclaiming encroached government land in Noida since January 2024. It has taken back a total area of around 2.3 million square metres of such land, the value of which is estimated to be more than ₹2,200 crore. These tracts of land are included in the Master Plan 2031 and are kept aside for the development of infrastructure, residential areas, and public utility services.

Over 100 instances of illegal construction and land grabbing have been reported through complaints in the same time frame. Numerous cases are presently being examined by the police based on these ​‍​‌‍​‍‌​‍​‌‍​‍‌complaints.

Names of Land Mafias to Be Made Public

In a move expected to have a strong deterrent effect, the Authority will soon publish the names of identified land mafias on its official website. Officials confirmed that files recommending individuals for classification as land mafias have already been sent to the District Magistrate for approval.

“Once the list is cleared, it will be made public so that residents and investors can stay alert during property transactions,” an official said. “Transparency is our strongest tool against organised land fraud.”

Experts in urban planning welcome the measure as a potential landmark in the way developers interact with the public.  "Public databases limit the scope of information differentials, which are frequently taken advantage of by illegal developers," stated a local analyst of urban policies in Delhi. "The way of Noida, if it is carried out efficiently, can be a source of great cities that are growing rapidly."

According to the Noida Authority, the program is seen as a means to bring back the trust of the real estate market in the city and at the same time, convey firmly the message that the unlawful development will not be ​‍​‌‍​‍‌​‍​‌‍​‍‌tolerated.

“Our responsibility is not just enforcement, but prevention,” CEO Lokesh M. said. “An informed buyer is the strongest ally in ensuring planned and lawful urban growth.”
