The Bruhat Bengaluru Mahanagara Palike (BBMP) has announced the launch of a fully digital platform for Khata applications within the next 15 days. The initiative will enable property owners to apply online for conversion from B-Khata to A-Khata, or submit fresh A-Khata applications, eliminating the need to visit BBMP offices or engage middlemen.

The announcement was accompanied by a clear advisory from BBMP officials urging citizens not to visit offices or pay bribes, reiterating that the entire process will be digital. The platform is designed to improve transparency, reduce delays, and offer property owners a hassle-free experience.

A-Khata is a crucial legal document for property ownership in Karnataka. It validates that a property complies with local regulations and that all applicable taxes have been paid. It is also required for obtaining building permits, availing home loans, and for resale transactions. In contrast, B-Khata properties, often part of irregular layouts or revenue land, face restrictions when it comes to civic services and legal rights.

This initiative is expected to benefit thousands of Bengaluru residents, especially those in newer layouts or struggling to regularise their property titles. Officials said the online platform is part of a broader reform to reduce human intervention and fix long-standing inefficiencies in the city’s land administration system.

The launch of the digital platform follows recent developments in property regularisation policy. Earlier this month, the Karnataka State Cabinet approved the regularisation of all B-Khata properties issued by BBMP up to September 30, 2024, converting them into A-Khata. This decision is expected to bring legal clarity and allow access to basic services for many property owners.

Karnataka’s Deputy Chief Minister D.K. Shivakumar also confirmed the reform via social media, stating that this move would ensure legal ownership and access to civic services, bringing an end to years of uncertainty.

BBMP has advised that property owners wait for the system to go live before submitting any new applications and to avoid dealing with agents. Once operational, the online platform is expected to significantly cut down wait times and improve efficiency in issuing Khatas.

Officials added that strict parameters and guidelines will be outlined for eligibility. Only those who meet these criteria will be issued A-Khata certificates upon verification.

The shift to a digital platform marks a significant step toward a more transparent, accountable, and citizen-centric governance model in Bengaluru’s property management system.
