Kolkata May Clear Majority of Stalled Realty Projects Before August 15, Says CREDAI

Kolkata: West Bengal’s real estate sector could see a significant revival over the coming days, with nearly 60% of the around 600 projects currently under scrutiny in Kolkata expected to receive clearance shortly, according to CREDAI West Bengal.

Industry representatives said a majority of the remaining projects are also likely to secure approvals before the August 15 deadline, potentially allowing construction activity to resume across several stalled developments.

The review process was initiated by the Kolkata Municipal Corporation (KMC) after a warehouse collapse in Taratala, following which scrutiny became mandatory for projects taller than four floors. Construction work at many sites had been halted pending revalidation of earlier approvals.

CREDAI West Bengal President Sushil Mohta said,

"Approximately 330 projects have already received approval from the technical committee and are now awaiting clearance from a high-level committee. He described the government’s progress as “significant” and noted that authorities are considering time-bound undertakings for minor deviations so that construction can restart while ensuring compliance."

According to industry sources, around 120 projects have not yet submitted the required forms, while roughly two dozen projects may face notices for major deficiencies and are unlikely to receive clearance immediately. The civic body has not issued an official statement on these figures.

The possible clearance of the majority of projects is being viewed as a major relief for developers, contractors and homebuyers who have been affected by the prolonged suspension of work.

Construction Restart Could Boost Jobs and Supply Chain

CREDAI Kolkata President Apurva Salarpuria said the government’s approach could help revive construction activity across the city and support the large workforce dependent on the sector. He added that restarting projects would also benefit suppliers, contractors, transport operators and other linked industries.

The real estate sector in West Bengal is estimated to attract around ₹20,000 crore in annual investment and contributes approximately ₹7,000 crore to the state exchequer, according to CREDAI. The industry also supports nearly 50 lakh livelihoods, making it one of the state’s largest employment generators after agriculture.

Policy Reforms Seen as Next Growth Trigger

Beyond the immediate clearance process, industry leaders are also pushing for broader reforms in land laws, industrial policy and approval systems.

Former CREDAI Kolkata President Sidhart Pansari said,

"faster approvals and policy certainty would be critical to creating a stronger investment ecosystem and supporting long-term urban development in West Bengal."

The expected clearances come at a time when developers are seeking quicker regulatory decisions to revive project launches and improve buyer confidence in Kolkata’s housing market. If the approvals are issued as anticipated, the city could witness a meaningful acceleration in construction activity during the second half of 2026.
